The WRU have issued the statement below to all clubs.

As you are probably aware, we are currently low on the number of referees available throughout Wales, which will have a direct impact on the number of games we are able to service.
With this in mind, we have already changed the policy to allow Level 1 Referees to step up to do ad hoc games within their clubs in the event we are struggling to fill the matches with Level 2 referees. (full details attached- these referees MUST be approved by us and follow the strict guidelines)
If you would like to nominate a Level 1 referee in your club, who would be willing to step in for these ad hoc matches, please fill in this Google Form with their details:

Fulfilling league games is a top priority, and therefore, depending on demand, it may not be possible to appoint to friendly matches.
Just a gentle reminder, for friendlies during the season, it is important that referee requests are sent to either the referees department on ref.admin@wru.wales for Level 3 matches, or your regional coordinator for Level 2 matches so that we can efficiently manage referee availability and allocation.
For all friendly matches going forward unless we are in a position to do so earlier, these won’t be confirmed till 10am on a Saturday morning where the on call referee manager will call you to confirm whether a referee is available for the match or not. This will allow us to move things around, with drop outs and injuries etc. on the day, to make sure all league games are covered first.
