NORTH WALES AREA FORMAL 2nd TEAMS LEAGUE – SEASON 2017/2018
RULES AND REGULATIONS
1. Following an invite to all North Wales Rugby Clubs to partake in the Formal League for the said season, TEN sides indicated their choice of partaking in the League. In alphabetical order, the sides are: BALA, BETHESDA, CAERNARFON, DOLGELLAU, LLANDUDNO, LLANGEFNI, RHYL, RUTHIN, SHOTTON and WREXHAM
2. A fixture list will be drawn where Formal League matches will be played on [usually] the 1st and 3rd Saturdays of every calendar month between the 1st September 2017 and the 19th May 2018
3. It is EXPECTED that ALL League matches WILL occur on the stated Saturday OR in the window between the previous Sunday of the scheduled Saturday date up the to following Friday evening after the scheduled Saturday
4. The individual Clubs must agree a mid week date for a League match rather than the stated Saturday and it is expected that the ‘new’ date must be relayed to the League administrator a.s.a.p.
5. A Club that does NOT play during this ‘fortnight window’ will have ONE League point deducted for NOT playing unless the postponment is due to severe pitch and/or weather conditions
6. Allowance will be given to a scenario where two Clubs in the Formal League agree a new date [in advance of the scheduled date] for a Formal League match as long as the Referees Admin. Secretary [Dai Davies] and the League Administrator [Ifor Glyn] are informed before the match takes plece. Such a new date may be on a date reserved for Merit League matches.
7. A Club that does not play a Formal League match in any one calendar month might face expulsion from the Formal League for the remainder of the season but, if that decision is taken, the Club will be allowed to partake in the MERIT League for the season
8. The minimum number of players for any side in a Formal League match is 12 and the normal and usual rules of playing rugby as set out by the WRU will be undertaken
9. If a side starts a League match with 12, 13 or 14 players the opposing side should: EITHER play with the same number of players OR ‘loan’ a player or players to the deficient side in order to play a match with equal number of players. A side that has a squad of 16 or more players [up to a maximun of 20 players] will be allowed to use those players listed as ‘replacements’ whatever number of players the opposing side might have
10. Could ALL sides please contact the League administrator a.s.a.p. AFTER a match has been played [IFOR GLYN iforglyn@talk21.com or mobile no. 07773 309382] to indicate the final score and the number of tries scored by both sides.
11. The ‘Bonus Points’ structure adopted by the WRU [a ‘losing’ bonus of 1 point if within 7 match points of the winning side’s final score or a ‘4 try bonus’ if 4 or more tries are scored whatever the final outcome of the match] will be applied
12. The WRU have indicated that a discussion will take place between all North Wales Rugby Clubs towards the end of the season as regards ‘promotion’ [and thus ‘relegation’] between the top team[s] of the FORMAL League and bottom team[s] of Division 3 North for the following season [2018/2019]
