MINUTES OF WRU JUNIOR ASSOCIATION MEETING HELD AT EIRIAS PARC ON DECEMBER 7th 2011
1. Present- Keith Hulse (Chair),Gareth Edwards (Wrexham), Deborah Parry Edwards (Wrexham), Dave Furneaux (Rhyl), Cath Bale (Colwyn Bay), John Prebble (Caernarfon), Brian Johnson (Mold),Will Morecombe (Fix Sec), Merv Picton (Referees), Nant Conwy, Penny Wingfield (Nant).

3. Minutes of Last Meeting- None were available
4. Matters Arising- As discussed previously the fact that no longer regional sides below Under 16 age-group meant that the Association had been left with a surplus of kit. Keith had been instructed to sell and was agreed by all present that the best way to so do would be via the North Wales Rugby web-site. Prior to so doing Keith & Will would carry out inventory. Julian as requested at last meeting had produced template for club team-sheets and team fixture lists. After some discussion was agreed that the 2 could be combined on 1 sheet and that new system would be trialled by Wrexham and Llandudno until the end of the season.

7. Treasurer’s report- No monies had been spent since last meeting and there was therefore £626-40 in the Association’s Account. WRU had agreed to pay for new ID cards and wallets.
8. Reg Sec’s report- 970 New Registrations this season thus far.373 de-registrations and 36 transfers. General feeling was that Wales success in Rugby World Cup had had a positive effect and that generally reg secs were being more pro-active in de-registering players. Abergele and Rhos both looking to re-launch their Junior sections which is good news. Dave Furneaux mentioned that he had recently attended Mold v Wrexham minis fixtures in order to carry out spot Id checks. One of the Wrexham coaches had been quite aggressive when asked to produce his teams ID cards. Deb & Gareth to take up. There had been issues in respect of numbers playing in Under 7s game. Again was re-iterated how important it was to follow new Pathway guidelines. Following a query raised was confirmed that you did not need to be Level 1 qualified to referee Under 7 & 8 matches. Tag qualification was enough. Keith confirmed that WRU is insistent that all players have a number on the back of their playing shirts. Mervyn recommended that playing areas wherever possible be roped off. He also in answer to a query confirmed that blades are permissible providing that they are IRB compliant. He said also that he would like to see a referees co-ordinator in every club. Where clubs have one the system works very well. He also stated that as referee’s appointment sec he does not manage Level 1 referees.
9. Fix Sec report- 3 games had been tentaively arranged for the Ne Under 14s in the New Year. 2v East Cheshire and 1 v Mid-Cheshire.
10. AOB- 2 new participation officers appointed for the region. John Prebble asked if was ok to carry on with Eryri Under 12 cup given WRU stance on competitive competitions at that age-group. Was agreed by all that it was. Teams can be mixed gender up to Under 13 age-group. RGC 1404 Under 18 Team were playing Cardiff Blues Under 18s at Eirias on December 18th. First game since re-development of the facility and it was hoped that there would be a large crowd in attendance.
